According to a report by Reuters, the European Union remains divided over how to deal with Syrian President Bashar al-Assad and his emerging victory following eight years of civil war. Reuters reports that the EU has repeatedly made its reconstruction support conditional on a U.N.-led peace process to end a war that has claimed hundreds of thousands of lives and displaced roughly half of Syria’s population. One senior EU diplomat reportedly said, "The pressure on us to rebuild Syria is increasing, particularly from the Russians."
